The Georgia Department of Community Affairs (DCA) has allocated more than $6 million to the Homeowner Rehabilitation and Reconstruction Program (HRRP) to assist homeowners affected by tornadoes in January 2023. The funding comes from the U.S. Department of Housing and Urban Development through Community Development Block Grant–Disaster Recovery funds.
Since the program’s launch in May 2025, over 300 surveys have been completed and more than 200 full applications have been submitted. The HRRP aims to help restore homes damaged by storms through rehabilitation, reconstruction, replacement, and elevation of both traditional and manufactured housing.
To begin the process, homeowners must complete a pre-application survey to determine eligibility. The survey can be accessed online at georgiahrrp.com or by phone at 678-233-2590 during business hours. All impacted homeowners are encouraged to participate, regardless of whether repairs have already been made or if they are uncertain about their eligibility status. Those who have already completed a survey do not need to submit another one. After review, DCA will determine the award amount for each applicant.
Eligibility requirements include owning and occupying the damaged home at the time of the disaster, using it as a primary residence during the event, residing in one of seven HUD-recognized disaster-declared counties—Butts, Henry, Jasper, Meriwether, Newton, Spalding, or Troup—and having an eligible home type such as single-family homes, owner-occupied duplexes, mobile homes, or condominiums.
