Georgia Department of Community Affairs allocates $103 million for storm recovery

The Georgia Department of Community Affairs (DCA) has announced the allocation of $103 million to support homeowners affected by Hurricane Idalia, Tropical Storm Debby, and Hurricane Helene during 2023 and 2024. The funding will be distributed through the Homeowner Rehabilitation and Reconstruction Program (HRRP), which aims to assist eligible residents in repairing or rebuilding their homes.

Since the program began in July 2025, more than 3,000 surveys have been completed and over 1,130 full applications have been submitted. Homeowners in counties recognized as disaster areas by the U.S. Department of Housing and Urban Development (HUD) are encouraged to apply for assistance.

The HRRP is funded by HUD’s Community Development Block Grant–Disaster Recovery funds. It offers help with rehabilitation, reconstruction, replacement, and elevation of both traditionally built houses and manufactured homes.

To begin the process, homeowners must complete a pre-application survey to determine eligibility. The survey can be accessed online at georgiahrrp.com or by phone at 678-233-2590 from Monday through Friday between 8 a.m. and 5 p.m. All impacted homeowners are encouraged to complete the survey regardless of whether repairs have already been made or if they are unsure about their eligibility status. Those who have already completed a survey do not need to submit another one.

According to DCA: “Once applicants have completed the review process, DCA will determine the award amount for the homeowner.”

Eligibility requirements include owning and occupying the damaged home at the time of the disaster, using it as a primary residence during that period, residing in one of HUD-recognized disaster-declared counties, and having an eligible home type such as single-family homes, owner-occupied duplexes, mobile homes, or condominiums.

Applicants who meet initial criteria may be invited to submit a full application for further consideration.
